Chartered Bank of India, Australia and China Bill of Exchange

I bought this 1953 Chartered Bank ephemera recently on eBay for USD . It dates from 1953 and was issued in Teluk Anson, Malaysia.
The seller listed it as a bank cheque, but I suspect it’s more like a Bill of Exchange for importer to make payment to a foreign exporter. The negotiable instrument was sent to and cashed in India, via Indian Overseas Bank.
